What are we doing?
Council is proposing to issue a licence to graze part of Waihemo Recreation Reserve.
Public notification of any intention to issue a licence to occupy of Waihemo Recreation Reserve is required under the Reserves Act 1977. Council is required to consider all objections and submissions. Public submissions are open until 15 April 2025.
Background
Waihemo Recreation Reserve has been grazed for over 100 years. The grazier would like to continue grazing. The Reserve is a significant part of their farming operation.
The land is Crown Land vested in Waitaki District Council as Recreation Reserve under the Reserves Act 1977.
The Reserve contains unique vegetation and is proposed to be zoned a Significant Natural Area in the draft District Plan. Waitaki District Council has a current project in partnership with the Puketapu Community Trust to create a formal track up Puketapu Maunga via the Reserve. The Trust also plans to carry out pest control and restoration work on the Reserve.
Grazing of deer is considered inconsistent with the requirements of the Reserves Act and should eventually be retired. However, a rapid retirement of the land from grazing could result in an increase in invasive pest species.
The terms of the grazing licence will be subject to agreed restoration targets on the retired area. Additional areas will be removed from grazing subject to progress.
A staged retirement, as considered in the restoration plan, would enable recreation access and biodiversity restoration over a large portion of the reserve without detriment to the longer-term Reserve values, while managing the potential for invasive weed species. It will also allow the current lessee to plan for the ultimate removal of deer from the Reserve.
